Despite a growing interest in improving university-level teaching skills and expanding the number of academic institutions and didactic courses offered, there seems to be no strategic human resource development or systematic organisational planning in place. Based on the capacity-building measures (Strukturbildende Maßnahmen) provided by the BZHL, this paper describes the way in which the training requirements requested by various universities were understood and developed into capacity-building measures. A best-case scenario is presented first, followed by a discussion of the possibilities and limits of this kind of intervention.
