Digital sovereignty and governance. On the relationship between media education and higher education development

Digital sovereignty is an important (media education) topic when it comes to digitalisation, changes in higher education and education in general. At the same time, the term points to an area of tension relating to aspects such as autonomy, self-determination and empowerment within the given guidelines and structures of higher education. In this context, questions regarding technological and infrastructural dependencies, institutional decision-making and design options, and individual scope for action are closely interrelated. The eight articles in this special issue address these various dimensions and open up perspectives ranging from a fundamental conceptual reflection on issues of higher education governance and organisational design to specific teaching and learning contexts.
