The current discussion concerning the development of teaching and learning in Higher Education focuses a few key terms such as outcome and competency orientation. However, there are few strategies on how to sustainably change the current practices of teaching and learning. The article proposes the concept of a whole-institution approach to the development of teaching and learning addressing individual practices of teaching and learning as well as curricular and organisational aspects. Expert interviews show that educational development needs to fulfil a "Third Space" function between academia and administration. Consequently, educational developers are to act as "Blended Professionals" feeling at home in both the academic world and in performing as service agents.
